How MEXT Eligibility Works
MEXT in One Paragraph
MEXT is Japan's national scholarship for international students, funded by the Ministry of Education. It runs on two tracks: the embassy recommendation track (open to undergrad and graduate applicants, applied for through your home-country Japanese embassy) and the university recommendation track (graduate only, applied for through a Japanese university you've already contacted). Both cover full tuition plus a monthly stipend of roughly 117,000-145,000 yen.
Eligibility Gates That Disqualify People
Three hard gates trip most applicants. Age ceilings: under 25 for undergraduate, under 35 for graduate research. You cannot already hold a Japanese degree. Minimum GPA is roughly 2.30 on a 3.00 scale (~3.07 on a 4.00 scale), with some fields requiring more. Language requirement varies by track and field — Japanese proficiency helps but isn't always mandatory if you can study in English.

What is the MEXT scholarship?
MEXT (Monbukagakusho, Japanese Ministry of Education) is the Japanese government scholarship for international students. The 2027 cycle covers full tuition at any Japanese university, a monthly stipend (¥143,000 for non-degree research students, ¥144,000 for Master's, ¥145,000 for PhD), round-trip airfare, and a free six-month Japanese-language preparatory course. There is no return-service obligation.
Embassy Recommendation vs University Recommendation — which should I apply for?
Embassy Recommendation goes through your country's Embassy of Japan (apply May–June 2026 for April 2027 entry); MEXT places you at one of three universities you list. University Recommendation goes directly through your target Japanese university (deadlines vary, September 2026–January 2027); the university nominates you to MEXT. Most STEM applicants apply through both — they're separate quotas and the embassy track is decided before universities start their cycles.
What's the actual age limit for MEXT 2027?
For the 2027 cycle, applicants must generally be born on or after April 2, 1992 — i.e., under 35 at the start of the program. The age limit is enforced strictly with no waivers. Specialized streams (Teacher Training, Young Leaders) have different brackets; the standard Research Student / Master's / PhD track uses the under-35 cap.
Do I need JLPT to apply for MEXT?
No — MEXT itself does not require any JLPT level. The graduate school you eventually study at may. If you plan to study in Japanese, most departments expect JLPT N2 by enrollment. If you plan to study in an English-taught program, no JLPT is required. The free six-month MEXT prep-course at the start helps awardees reach functional Japanese before the academic program begins.
How competitive is MEXT?
Embassy Recommendation success rates vary significantly by country — high-quota countries (China, Vietnam, Indonesia, Bangladesh) admit 30–80 students annually; low-quota countries admit 1–3. Embassies typically receive 10–30 applications per available slot. University Recommendation rates are higher per university but limited by per-university quotas (typically 5–25 slots per top-30 university). Strength of research plan matters more than raw country numbers.
Can I apply if I already finished my Master's?
Yes. The MEXT Research Student / PhD track explicitly accepts applicants who have completed a Master's and want to enroll in a doctoral program. You can apply directly for PhD candidacy via the same application form. The under-35 age cap still applies.
When should I start preparing for MEXT 2027?
For Embassy Recommendation: applications typically open at country embassies between April and June 2026 with country-specific deadlines (commonly mid-May to early June 2026). Written exams happen July 2026, primary results September 2026, university placement November 2026 to January 2027, and arrival in Japan begins April 2027. Start preparing 9–12 months before the embassy deadline — research plan + supervisor contact take that long.
